How to create an account when the user seems to be already in ePortfolio?

Sometimes, when as an admin you are trying to create a new user, you find that their email address is already in the system. If the user doesn't appear in your user search if is likely that they already have an ePortfolio account but not in your location or your site. Often they have an external assessor role. This video shows how you can find these users and give them the appropriate role and access to you area of ePortfolio.
